The SWNI Board has endorsed a Solarize Portland project for the SWNI coalition area. In addition to the opportunity to buy solar panels at a discount, residents will also get help finding resources to make their homes more energy efficient.

Garlic Mustard 

Garlic Mustard (Alliaria petiolata) is a newly introduced plant popping up in the Tryon Creek watershed.  Garlic Mustard is well established on the East Coast, forming monocultures and obliterating the woodland under story plants just like English Ivy does here.  Fortunately, the populations here are still small enough that efforts to prevent its spread have a chance to be successful.  Garlic Mustard is a biennial which grows an over wintering rosette of foliage from seed the first year.  In Springtime of the second year, it will produce shining white flowers and set seed.  After setting and ripening seed the plant will die.  The seed will fall to the ground near the plant.   It can get transported further afield by animals or people or on mowing equipment.

 

CONTROL MEASURES
Garlic Mustard spreads by seed and that is the only way it spreads.  The seed can remain viable in the soil for 10 years.   So the key to stopping Garlic Mustard from spreading is to prevent it from setting seed.  In the springtime Garlic Mustard can be easily pulled by hand or with any of the tools that are used for digging dandelions.  The most efficient time to control Garlic Mustard is late Winter and early Spring when it is still a leafy rosette growing close to the ground and before it begins to send up its flowering stalk because if it is dug at that stage it will not set seed.  The pulled up plants can be left in place or composted.  
Garlic Mustard is most noticeable when it is in flower-in April and May.   However, when the plant has entered its flowering stage it has the ability to continue flowering and set seed even after having been pulled from the ground.  So if the Garlic Mustard which you have pulled has a flower stalk (even if the flowers have not yet opened), it should be put into your garbage bin and NOT into your green yard debris container or your compost pile.

Motions
MD motioned to approve minutes of last meeting, January 12, 2010.  It was approved.
 
Neighborhood Liaison Officer (AC) There has been several burglaries in the surrounding neighborhoods during daylight in open sight.  Keep jewelry and family heirlooms in a safe, not in obvious places like bedroom and bathroom drawers.  Walkers are reminded to wear reflective clothing in the dark for safety.  Sanderson Safety Supply sells reflective tape at a reasonable price.
 
TLC Farm (MD) There were reports of a door-to-door fundraiser from the farm.
 
Trails (LM) LM took a ‘Ditches To Swales’ field trip and visited project sites.  The Bureau of Environmental Services has plans to put these in our neighborhood, many on Stephenson, Boones Ferry and Lancaster.  The Trails committee activity is centered more around bicycle issues than trails since liability concerns ended trail work.  LM will invite a friend to a future ACNA meeting to facilitate a discussion about property owner rights and responsibilities for right-of-way trees, sight-line shrub maintenance and sidewalk obstruction.
 
NET (LW) The NET team reviewed victim extrication at the February meeting.
 
Schools (NH) Reconfiguration of high schools proposal is available online.
 
Parks (NH) Budget reductions.
 
Public Safety (NH) There is a loophole in the rules for the Oregon Trail Card that allow recipients to buy cooking sherry.  Typically, alcohol is not allowed to be purchased using this card.  Is your store out of cooking sherry?
 
Transportation (MD) Safety concerns on Boones Ferry was reported to a city engineer.
 
Land Use (RM) Solorize Southwest Portland project starting (Match/April workshops).
 
ACNA Nominations RM (Land Use), LW (NET), LM (Trails), SK (Secretary and Communications), Claude Washburn (Parks), MD (Transportation), NH (President and Public Safety), Rick Okamura (Schools) and Vice President needed.  Vote next month.
 
Garlic Mustard (NH) As part of Earth Day’s citywide event, Maricara Park could include a garlic mustard pull on Lancaster.  Dumpsters will be available again this year.

RM motioned to approve minutes of last meeting, December 8, 2009.  It was approved.
 
Neighborhood Liaison Officer (AC)
-       Two incidents at Stephenson Elementary School:  (1) The deer statue was vandalized.  A bong and beer bottles were found nearby in garden area known to be a hang out for drinking.  NH suggested outdoor lighting and will urge the principal to contact Stephanie Adams (SW Portland Crime Prevention, Program Coordinator, Office of Neighborhood Involvement) to learn about Crime Prevention Through Environmental Design.  NH also suggested a SWNI newspaper article, asking neighbors to be informed and aware and to call the non-emergency number when suspicious.  (2) On a separate occasion, profanities were written in permanent marker on a dry erase board in the music room and instruments were disturbed.
-       Early Saturday morning there was police action near Stephenson and 35th and several neighbors were curious about it.  AC did not have information on that incident.
 
Trails (LM) Trail work has halted due to liability issues.  Portland Plan is on going.
 
NET (LW) The Neighborhood Emergency Team reviewed how to mark buildings when searching for people after an emergency.  Ropes and rigging exercise was held at Jackson Middle School.  There will be another ropes and rigging session at PCC, time to be determined.  Anyone interested is invited.
 
Parks (LW) Susan Watt is the Construction Manager for Portland Parks and Recreation working on Maricara Park improvements.
 
Public Safety (NH) The Crime Prevention/Public Safety Committee received a SWNI Neighborhood Small Grant of $2,000 for public safety educational outreach.
 
Transportation/Land Use (RM)
-       Transportation/Land Use meetings were combined to discuss the Portland Plan.  Residents wrote a letter to the SWNI board, listing unique issues of SW to consider.
-       Owner of 1441 SW Stephenson Street petitioned to combine three lots back into one.
-       NH attended the Station 18 Advisory Committee meeting.  Architectural designs were presented and firefighters were there to comment.  Next meeting is February 22.  NH will continue to go to SAC meetings as the Arnold Creek representative.
-       BD interested in installing a deer crossing sign near SW Buddington and SW 35th.

Neighborhood Liaison Officer (NH) Officer Caspar sent reminder to keep cars “showroom clean” and garages closed.  There was a car prowl and a car theft reported in the neighborhood.  CW reported vandalism near SW Orchard Hill Road.
 
Tryon Life Community Farm (MD) The Farm is holding a Holiday Open House, December 13th 2-5pm.
 
NET (LW) NET exercise in triage was held at Spring Hill Park.  Ropes class is ongoing.
 
Parks (CW) Monthly meting was canceled.
 
Public Safety (NH) Monthly meeting was canceled.  Commander Reese was transferred.   New commander, Dave Famous will be attending next Public Safety Committee meeting.
 
Transportation (MD) Portland Plan meetings are ongoing.  NH attended Transportation Committee meeting.  County referral number for warming centers is 211. 
 
Land Use (RM)
-       RM will be ACNA’s Land Use Representative (see motion) and will attend Portland Plan meetings.  Transportation and Land Use Committees will be meeting jointly December 15th.
-       RM is pursuing establishment of a Sustainability Committee within SWNI.
-       RM will be Project Manager for expanding use of existing solar panels at Wilson HS starting in January.  The Solar 4R Schools program, administered by Bonneville Environmental Foundation is for science education, not robust practical use.
-       Bob Lawrence, Station Advisory Committee (SAC) representative is resigning.  There will be a Fire Station 18 design meeting December 10th.
-       Last day to appeal the Lewis & Clark decision is December 17th.  The traffic study requested by ACNA was helpful.
-       RM will review permit requested for an addition to a single family home on SW Oak Creek Dr. in Trillium Woods subdivision.

NH motioned to approve minutes of last meeting, October 13, 2009.  It was approved.
 
Portland Police Officer (AC) There has been complaints of door-to-door salesman in the neighborhood.  Checkbooks and credit cards should be kept safe to prevent fraud.  They can be stolen during car prowls.  ZA reported that unknown people were loitering or camping near their property.  NH suggested Tryon Farm contact Stephanie Adams (SWNI Crime Prevention) to gain education on crime prevention through environmental design.  Officer Caspar will not be attending the next ACNA meeting in December.
 
Tryon Life Community Farm (ZA) The Farm is holding a Holiday Open House, December 13th 2-5pm.  They will be doing a door-to-door fundraiser soon and are planning to have an Arts Action Committee.  The Farm has knowledgeable volunteer gardening experts that could assist in community projects.  NH offered to deliver Farm flyers to schools at site council meetings if ZA provided them.  There are two groups at the Farm, Cedar Moon Intentional Community and Tryon Life Community Farm.
 
NET (LW) TLC Farm members are interested in joining the NET.  Portland Office of Emergency Management needs H1N1 vaccination clinic volunteers, training provided.   NET meets every first Wednesday of the month.  A ropes course is planned to start November 19th.
 
Public Safety (NH) The Public Safety Committee held their annual Community Policing Reception in October.  A grant application has been submitted for next year’s event.
 
Transportation (MD) MD is collecting data from the city regarding the Stephenson/Boones Ferry intersection.  He will try to get police reports, free of charge to obtain more detailed information on the incidents that have occurred.
 
Land Use (NH)
Collins View NA and South West Friends Group are involved in discussions about the conditional use permit requested by Lewis & Clark.  If application is not rejected, Collins View NA may appeal.
ACNA needs a land use representative for the Portland Plan Committee and meetings to keep informed on topics affecting the Arnold Creek area like rezoning proposals.

Officer Caspar Comcast door to door salesman.  Best thing to do don’t answer door.  Don’t give them checks or cash.  Have alarms checked for false alarm risks.  Golf clubs stolen out of car port.  Mail boxes vandalized in Stephenson area.  Bikes stolen near Orchard Hill area.  Bail fines for traffic went up.

Portland Police Officer (Andrew Caspar) Arrived at 7:00pm but could not report since we were meeting at Maricara Park first and then he was called away.
 
Maricara Park Improvements  Portland Parks & Recreation employees Daniel Moeller, City Nature West, Natural Area Supervisor, Emily Roth, Project Manager/Senior Planner, and Deborah Lev, Program Manager began meeting at Maricara Park with a walk-through of proposed trails.  The proposed trail modifications were acceptable to all present.  ER will create a webpage for project information on www.PortlandParks.org in the ‘projects’ section.
 
Friends of Marshall Park Natural Area and Maricara Park meeting will be held Saturday, July 25 10:00-11:30am at Multnomah Center.
 
Trails (NH) Written report submitted by Liz Marantz.  Concerns about two sidewalk waivers approved on SW Stephenson and suggested sending a letter to PDOT.  Also, round about option on intersection of SW Boones Ferry and SW Stephenson restricts pedestrian and bicycle traffic.
 
NET (CW) Suggestion to have a National Night Out presence with backboard and NET board and materials.
 
Parks (CW) Park system maintenance prioritization is ongoing.
 
Public Safety (NH) Basketball camp at Jackson Middle School in August is partnering with the Sun program, SW Kiwanis (BBQ) and Oregon Partnership.
 
Transportation (NH) Public safety concerns (traffic) call 503-823-SAFE.

SW Boones Ferry Road/SW Stephenson Street Intersection (EM, MD, MC)  Kittelson & Associates submitted their analysis results.  Three possible designs were presented:
 
(1)  Traffic Signal Concept 4-way, leaving intersection in current location and including SW Stephenson Court
(2)  Traffic Signal Concept 4-way, moving intersection south, adding planned subdivision entrance east of Boones Ferry, removing SW Stephenson Court
(3)  Roundabout Concept, moving intersection south with entrances from SW Boones Ferry Road, SW Stephenson Street and planned subdivision, removing SW Stephenson Court
 
The final proposal will include safety considerations of 40mph speed limit, sight distances and pedestrian traffic.  EM is planning on convening a Technical advisory committee this summer and scheduling an open house in September.  She will set up a website link to the Kittelson & Associates report documents for neighborhood to view.  Earliest possible completion would be summer, 2010.  Cost estimate is approximately $1.5 million.  There is currently $750,000 set aside plus $25,000 from developer east of SW Boones Ferry when development begins.
 
NET (CW)  NET exercise June 20 with S4-Tactical.  Ham radio test in September.
 
Parks (CW) PP&R Maricara Park Green Walk.  Saturday, June 13, 10:00-11:00am.
 
Public Safety (NH) Heroin use is up, 4-5 overdoses/day.  Bicycle rodeo had great turnout, 50 kids participated, many helmets given out to kids with cracked helmets.  There was a watermelon demonstration and pictures of emergency room accidents.
 
Neighborhood Night Out Potluck Planning (NH)  Arnold Creek NA would like suggestions for NNO event.
 
Land Use (NH) 1441 SW Stephenson partition received waiver for sidewalks.   NH will notify city of Arnold Creek NA’s objection to sidewalk waivers for partitions on SW Stephenson Street.

Garlic Mustard (JG)
In 2005 Portland started GM control in Forrest Park.  In 2005-2007 road crews increased spread of GM via gravel and mowing.  In 2007 an explosion of GM resulted in approval of a grant from the Department of Agriculture for roadside spraying.  GM is currently being removed from city gravel piles, and road crews no longer mow in June or July (solstice) while GM is setting seed.  There is a 4-county region coordinated effort.  BES has five goals, one of which is Early Detection and Rapid Response for 30 species, including GM.  Their Monitoring Plan includes driving roadsides, mapping and taking photos.  Knotweed is next species to be attacked.  GM has a ten-year seed bank.  GM kills fungi in soil, making it uninhabitable for natives.  In less than 10 years it can take over an entire under story, as happened in the Midwest and East Coast.  The Portland Office of Transportation, Bureau of Maintenance also performs vegetation management.  In 2007-2008, attempts to partner with BES did not work.  In 2007-2008, BM sprayed SW Lancaster with boom sprayers.  This year BES will spray with backpack sprayers sometime between April 20th and May 15th.  BM may still come by and mow or spray.  Judy Brown and Tim Thrienen are the managers of roadside crews (spray and cut) at Bureau of Maintenance.  Call 823-4000 for any city or county employee. GM is biennial.  If pulled, root will re-grow if not completely pulled up.  The horizontal root easily breaks when pulling.  Pull now and take a second pass later in year.  Bag plants when pulling and deposit in yard debris containers for ‘hot’ compost processing.
 
ACNA (NH) 1-Year Action Plan was reviewed for approval at next meeting.  Volunteer nominee for June 30th award ceremony needed.  SWNI Spring Cleanup May 9, 2009 - free electronics recycling.
 
Schools (NH) School Board Candidates Forum April 16.  Stephenson Family Wellness Night May 14th.
 
Trails (LM) April 23, 2009 - Ray Thomas, lawyer will be present at Pedestrian Rights Clinic.
 
NET (LW) Ready Safe Go will be held April 25, 2009.
 
Parks (CW) Southwest Community Center 10 yr anniversary, planning fee increase.  PP&R strategic plan includes 20 possible staff reductions.  Lewis & Clark planning housing complex next to Tryon.
 
Public Safety (NH) Bicycle Rodeo May 16, 2009.  Bring equipment for swap meet.  Neighborhood house will take leftovers.
 
Land Use (NH) (1) 1441 SW Stephenson, partition of land, corner of Stephenson and Lancaster.  SR wants to confirm driveway access will be on Stephenson.  Proposal shows driveway going through a garage. (2) 11219 SW Lancaster – addition to house (3) 11231 SW Boones Ferry final plans submitted.

Motions
·      SK motioned to approve minutes, of last meeting, February 10, 2009.  It was approved, as corrected.
 
Nominations for Board and Committee Representatives were taken from the floor for the following positions, to be voted on at next meeting:  Nancy Hand (Chairperson), Sharon Keast (Secretary), Liz Marantz (Trails), Laurie Washburn (NET), Rick Okamura (Schools) and Claude Washburn (Parks).  There is an open seat for Vice President.
 
TLC Farm (KH)
Preschool groups meet T-W-Th 9:30 – 1:30 at the Farm. There are 32 children, some live at farm.  A transportation committee was formed to address traffic congestion and safety at the Tryon Creek parking lot during drop-off and pick-up times:  Class size was reduced for next year, a carpool from Cappuccinos parking lot was set up, teachers will move children to top of driveway at end of day and a parent rep will direct traffic in the lot.  A small school bus purchased may be used next school year to bus children and TLC Farm is considering adding a new parking lot near NE corner of Stephenson and Boones Ferry and/or possible expansion of driveway to allow turn-around.
 
Saturday, May 9th TLC Farm is hosting “Bloom” event 1pm-12:00 midnight.
 
NET (NH) Ready Safe Go will be held April 25th, 2009.  The NET team will perform a search and rescue drill of Jackson Middle School on Friday, March 20th.
 
Parks (CW) PP&R is planning for 2.5% and 5% budget cuts.  Invasive Species program will become Protect the Best.
 
Public Safety (NH) Commander Reese spoke at the Community Budget Forum.  South East and North police precincts will be closed, saving $7 million. There will be no cuts of officers.  Also at the Forum, Multnomah County Animal Control speaker said they take all injured animals to Pacific Veterinary Hospital or Dove Lewis.  Both domestic and wild animals are taken care of.
There has been recent car prowls and mail theft in the neighborhood.  Three teenagers were arrested for car prowling in SW.

Motions
·      NH motioned to approve Minutes, of last meeting, January 13, 2009.  It was approved.
·      SR motioned to not incorporate Markham Neighborhood Association into Arnold Creek.  It was approved.
 
NET (NH) Ready Safe Go will be held April 25th, 2009.  NET team will volunteer as victims for the NET training on Saturday, February 28th and will perform a search and rescue drill of Jackson Middle School on Friday, March 20th.
 
Parks (NH) Maracara Park project grant was not approved.
 
Markham Neighborhood Association (NH) Pros and cons of incorporating Markham NA into Arnold Creek NA were weighed.  Overall, the group decided that it was not in the best interest of the NAs to merge and a motion was voted on (above).
 
Public Safety (NH) There will be a Community Budget Forum February 24th to discuss cuts to parks, transportation, utilities, community development and public safety.  Cuts include closing two police precincts, SE and North.  All of SE will be moved to Central, which is the only precinct serving SW.  This will save $7 million. There will be a Public Safety meeting on March 5th.  Commander Reese is expected to speak on the police cuts.   Someone from Multnomah County Animal Control will be at the meeting to discuss recent dog attacks.
 
Transportation (NH) Speed sign at the intersection of SW Boones Ferry Road and SW Stephenson Street will be hooked up by the end of the month.  LM reported traffic congestion at the Tryon State Park parking lot adjacent to the Tryon Life Community Farm, causing a dangerous situation with traffic on Boones Ferry.  More cars were packed into the lot then the lot can safely hold.  Cars were trying to turn around.  They were not using the park.  They were visiting the farm.

Motions

Crime Prevention (SA) Ready Safe Go will be held April 25th, 2009.  Reported crime decreased in Arnold Creek in the last year.  Neighbors can call Stefanie for information and help in organizing neighborhood watches, crime prevention and emergency preparedness and obtain a ‘Know Your Neighborhood’ document at (503) 823-3131.

NET (LW) CPR training completed.  Certification cards can be obtained from NH.
 
Schools Will Fuller is recruiting neighborhood volunteers to provide tours of schools.
 
Parks (CW) Parks budget cuts of  $2.9 million in planning stages.  Markham summer playground free lunch program a success and will be repeated.  Don Baack and Glenn Bridger testified at city hall, as representatives of the SW Community, requesting a bike trail through Maracara Park.  This does not jibe with the design presented by PP&R at earlier SW Community Maracara Park planning meetings and approved by a majority of the SW Community.  The ‘paper street’ right-of-way next to the park was mentioned as a better option for a bike trail.  The majority of the SW Community did not want the bike trail going through the park.
 
Public Safety (NH) Police discovered another house growing pot by Wilson High School.  A new Fire Station 18 will not be built on SW Barbur Blvd.  Instead, Station 18 will be retrofitted, possibly adding a mini police precinct.  Crime is down 9% in the Central Precinct.  Arnold Creek NA applied for and received a SWNI Small Grant to be used for basketball camp, 4 page pullout, bicycle safety class and the police reception.
 
Land Use (NH) Developer’s request for waiver on proposed Land division at 11231 and 11241 SW Boones Ferry Road was approved by the city.  Arnold Creek NA’s request was also approved to require a monetary contribution from the developer for intersection development at SW Boones Ferry Rd. and SW Stephenson St.
 
Could Friends of Tryon, Tryon Community Farm and Metro acquire the property adjacent to Tryon Park that is for sale by a developer?

 Officer Halley Report             No crimes this month.  If anyone suspects suspicious behavior, write the car plate down and call him with it.            Officer Halley asked us to explain exactly what a Neighborhood Association does.  We discussed a brief overview of ONI and SWNI.

  Committee Reports             Parks:  Claude was ill so he wasn’t able to attend the Parks meeting.            Schools:  Rick reported on the SWNI schools “Communicator.”  The idea is to make it a regular publication with articles of interest to the community.  Schools, students and teachers can submit articles.   The idea is to have a sub-committee that will publish the communicator.  We’re still working on recruiting reps from other neighborhood associations in SWNI.  There is also a search for a new schools superintendent.  The qualities of the Superintendent were discussed, i.e., thinking globally.  Schmidt was named in the interim.    Nancy attended the meeting at Wilson and reported on that.  A major issue centering around schools working with their neighborhood and becoming more community minded was brought up with the Board.

 Trails Meeting: Liz.  No new issues.  Liz went on a monthly walk last Saturday with the Trails committee.  Trails group wants to make an official trail.  Walks are advertised on the back of the SWNI news for anyone who might want to carpool to Wilson.             Laurie hiked through Maricara park and the trails look very nice and brand new.              Sandy goes in everyday and pulls ivy.               

Transportation Meeting: Ellen absent. 
            Nancy got a call from Kathryn Levine, Transportation System Development Charge Program.  TSDC.  Developers pay a SDC fee.  We’ve been trying to get them to use SDC monies for Stephenson and Boones Ferry.  It is going to city council for approval on Wed, September 5.  Letters are requested to be sent to Katherine’s attention.  Copy Carla Moore-Love, council clerk.              Need to remind them about the hearing, of the monies that the developer put in, $50,000 that will go away in 1 1/2 years if the City Council doesn’t approve a Capitol Improvement Project or LID before then.             Need it on the list to fix the intersection in a timely manner so we don’t  to lose it.  

NET: 
Laurie reported that communications tried out our FRS radios with mixed success. George, our radio guru, has had conflicts with our meeting nights.  He has antennas, etc. so we’ll need to explore that further.  Other neighborhoods are having similar type problems.  City wide, there are advanced trainings going on for people who are net trained.   

MEET AND GREET:    A Meet and Greet packet was passed around for members to view.  Nancy reports that she attended the PTA council awards banquet.  Nancy will put an article in the SWNI news.             

National Night Out first Tuesday in August
National Night out is August 7.  The question was raised if anything new needed to be included.  Any special guests?  We will invite principals, public officials and the new central precinct commander, who came last year.    Nancy will get the night registered.  Laurie will invite Engine 18 and 10.    Nancy thinks that more formal invitations given to Officer Halley and the fire departments might spark more interest.    Our meeting notice sign was put up on the church grounds this morning.  The banner was used for the school for multi-cultural night.  

Public Safety: 
Our next meeting in June will be about Graffitti Abatement.  Was reported people have been running a new light on Barbur Blvd and 30th.  Dial 823-SAFE and report if you see people running any lights.   

Old business: 
Paperwork submitted for Volunteer of the Year, Liz Marantz was nominated.             Action plan with changes was sent around.              ByLaws:  Boundaries and funding are fine.            We worked on Article IV, Section 1: Annual meeting: We changed the meeting time to read the second Tuesday February of each year, or on some other proximate date not exceeding 60 days therefrom.  Public notice shall be published at least 7 days prior.                Website:  A picture was posted of the monument and the flowers. 

New Business:
            Jane proposed that our neighborhood create a committee for sustainability.  A motion to create a standing committee for sustainability was unimously passed with Jane acting as Chair.             We will invite Portland Office of Sustainability and Tryon Life to our August Social Night for the purpose of education.  Jane will interface with the two and report back.             Nancy will take the question of neighborhoods involvement in sustainability to the SWNI board meeting.  There may be a way we can partner with the other neighborhoods.              Jane is hosting an eco-party through the NWEI (Northwest Earth Institute) at his home and will write something up by June 15 for the SWNI paper. 


Land Use:  City Council will hear Measure 37 claim on June 21st re SW corner of Boones Ferry and Arnold.  They want to go back to the comp plan designation of R10.  They would need to go thru a zone change and go thru a process if CC agrees.  Or the city would need to pay $670,000 compensation for the loss of the lot if it remained at R20.

 Site on Lancaster Road too early to take position yet.  The process is in the early stage yet.  We need more clarification on the driveway and the flag lot status.  I called the city but a city staff person had not been assigned yet.

  • Busier this month.  11 different calls for service.  5 car break-ins.  3 stolen cars, 1 drunk driver, target shooting in prohibited area.
  • Three Permanent speed-reader boards will remain in SW and will remain in position for 6 months.
  • Mark Friedman is being moved to downtown.
  • New Neighborhood Response Team Officer, Officer Brian Hughes 503.823.0235. Contact if you want the portable trailer or if you have a chronic problem going on in the neighborhood or if there is speeding in the area.
  • For anything that comes up between meetings we can call Officer Halley, 503-823-0097 and leave message.

REPORTS 

Net-Laurie: 
  • Ready Safe Go at PCC at end of this month. 
  • Claude reviewed Ham Radio information. Each neighborhood has its own frequency. 
  • Our fire station is Engine 10. 

Schools-Rick
  • A letter went out to principals.  Sarah Allen, HR dept at Portland Public Schools was guest.  1100 attend private school students within SWNI area. 5,139 public school students in SWNI.   
  • As enrollment drops, FTE drops.  FTE pays for teachers. 
  • The policy initiative is to close schools with less than 600 students.  Most of the schools in the Wilson cluster are under.   
  • Two school board candidates were there. Doug Morgan, incumbent in school board.  Ruth Atkins was there.  Ruth Atkins used to be on SWNI School Committee.  Each had 20 minutes to speak. 
  • April 30, SWNI is holding a candidates forum and discussion of other issues. 
  • Rick will be gone next Thursday when SWNI committee is meeting.  Sun school coordinators for Jackson and Markham will be presenting benefits and opportunities of the Sun Program. 

Trails—see written report.

Transportation-Ellen
  • Sam Adams to start a Halo LID project. Main issue is pedestrian use.  What would benefit from people walking.  Cost—no answers yet.  
  • Bertha street:  alternate speed bumps.  
  • Discussed ways the Tram gets funded. 



Public Safety-Nancy
  • Officers doing traffic monitoring for bad intersections.  If we have any we want them to monitor we need to let Michael Boyer know: 823.3131. 
  • Our committee action plan:  main focus was traffic and pedestrian safety. 
  • SWNI office has accident report forms.

New business
  • Sharon Keast is requesting a letter of support for a 2007-2008 Grant to Community Watershed Stewardship Grant for Stephenson School Beautification Project, painting building and new playground.  The grant is thru the BES office, Bureau of Environmental Services City of Portland. 
  • Laurie motions that Nancy write a letter in support of the Community Watershed Stewardship Grant.  Bill seconds it.    Vote YES unanimous. 



ByLaws and Action Plan:             Nancy handed out copies of action plan.  Bring them back next month with ideas.            Meet and Greet packs are close to an end date.  Michael to post by-law changes on website.  Nancy requested everyone go on website.  Will work on next time. 

Volunteer of the Year
:   Celebrated in June.  Need to have that turned in by May15.  Discussed nominating Liz for all the work she’s been doing on mapping.  She does walks in the neighborhood, usually on the weekend.

Land Use:
  • Taryn Kruger from Tryon Community Farm.  May is a busy month.  Village Building Convergence.  May 22-31.  Permaculture design training.  Day and events at night opened to public.  VBC—village green part of the property.  Large public gatherings, landscaping to be done on the village green. 
  • Would like thoughts on what would make this area welcoming. 
  • Nancy requests flyers be brought to the meeting. 
  • Received land use papers from city.  BES is doing work on Creek Restoration Project along Tryon Creek.  15 Brush dams ETC.



Correspondence—announcements
  • Spring cleanup is Saturday May 12 at Portland Christian Center 5700 SW Dosch Road. 
  • No date set up for school clean-ups.  End of August usually.  This church sponsors Jackson and we do it twice a year.  Will have a date in May also.

Arnold Creek now has a website ...  http://arnoldcreek.swni.org     Thanks to SWNI for hosting our site, and thanks to Michael in Marshall Park for setting it up.   Please visit the site and let me know what else needs to be added.

Next month we will have our elections.  Nominations so far: Nancy Hand for president, and Bill Haugen for VP.   We are in need of a secretary.

PDOT has purchased some permanent speed-reader boards that will flash your speed.   Boones Ferry near Stephenson will be getting one.   This will be a great toll to let people know how fast they are driving.

Nancy attended the forum for the city of Portland's budget for next year.   Another $300,000 was included in Commissioner Sam Adams budget.  If passed, this will bring our total to $650,000 for the dangeous intersection of Stephenson and Boones Ferry.
