Description:
Portland City Commissioner Sam Adams first came to the SWNI Transportation Committee in July of 2006 to propose an idea: form “halo” local improvement districts (LIDs) to add pedestrian improvements to southwest streets. The idea lay fallow for awhile, but then SWNI’s Transportation Committee, the city’s Office of Transportation (PDOT), and a PDOT-hired engineering firm, OTAK, began in earnest a process to select three pilot project sites to get preliminary engineering and create a proposal to the community for LIDs. The three sites are 35th from Stephenson to Arnold; Vermont from 30th to 37th and from 45th to the county line or Oleson; and Hamilton from 42nd to 60th Pl.
