SWNI Board Minutes
Wednesday, October 15, 2005
Attendance: Don Baack, Kathy Bambeck, Glenn Bridger, Jayne Cronlund, Kirky Doblie, Lillie Fitzpatrick, Dorothy Gage, John Gould, Nancy Hand, Patty Lee, Ken Love, Wes McMullen, Gary Swanson-Davies, Anton Vetterlein, Jan Weston. Staff: Sylvia Bogert.
Guests: Margo Barnett, Stephanie Reynolds, Greg Schifsky, Lee Perlman, and Fred Leeson.
Pres. Bridger convened the meeting at 7:00 pm. The agenda was approved, as amended to add a SWHRL update. The September minutes were approved, as amended to show that the Hillsdale Park Plan is up for adoption, not the Hillsdale Plan.
Stephanie Reynolds spoke regarding the Creston-Kenilworth Good Neighbor Agreement, which that NA uses with all liquor licensees. She is available to assist any neighborhood, which seeks help in that vein.

Try to get someone from your neighborhood to all SWNI standing committee meetings. Your neighborhood’s voice could be missing.
Treasurer’s Report: Patty Lee
· Nothing amiss, all budget items are on target.
Executive Director’s Report: Sylvia Bogert.
· A position is open for Watershed Education Coordinator, 20 hrs/wk, @ $16/hr.
· Neighborhood emergency preparedness training is available for your neighborhood.
· Please publicize the Fall Cleanup, 9-1, Nov 5, at Portland Christian Center. Neighborhoods can have cleanups, too. Contract Sylvia if interested.
· The Mayor’s visioning process is underway. SWNI is drafting a proposal to assist in outreach.
· SW Walking maps are now available, free.
Crime Prevention, Public Safety & Problem Solving (“CPPS²”): Nancy Hand.
· There is a 22-minute film, “Crystal Misery”, available on Meth addiction, from Stephanie Reynolds. Well worthwhile, for students and parents.
· Next guest is Nancy Webber, from the Oregon State Contractor’s Board, on how to avoid being scammed
Land Use: Sylvia Bogert
· A River Plan is being developed to update the Willamette Greenway, starting at Linton and working up river.
· Margo Burnett and Greg Schifsky presented a Tree report. After several comments and questions, a motion was presented: “That SWNI approve the committee’s Tree Report and distribute it to City Council (and other interested parties) to help guide public discussion on the need for tree policy reform.” This passed without dissent. The presenters received an ovation from the Board for a project well done.
· Linda Peterson is replacing Ellen Ryker as BOP's representative to the SW, on Nov 2. Her phone number is 503-823-4552.
Transportation: Lillie Fitzpatrick
· A new “Z” crosswalk is planned on BHH, mid-block near SW 62nd Ave. Maybe in 60-90 days.
· A bike safety workshop is planned for Nov 21, 7 pm, Multnomah Center.
· On Nov 8 “stopping for pedestrians” will be enforced at 13th and Barbur.
Parks: Kirky Doblie
· There is a need for more neighborhood reps. at the Parks Committee. See if there is interest at your NA.
· The future of Fulton Park Community Center will be discussed by PP&R on Nov 8, 7 pm, at the Center
· A motion was presented: “That SWNI send a letter to Nancy Roth, swim program director at PP&R, with a copy to Commissioner Saltzman, regarding pools generally and Wilson and SW Community Center pools in particular as follows:
1. Do not close both Wilson and SWCC pools at the same time in Sept.
2. Keep Wilson open later in the summer because of traditionally fine weather in September.
3. Coordinate pool closings on a citywide basis.
4. Consider a deal with PCC Sylvania or Middleman JCC as alternative places for public swimming if Wilson and SWCC have to close at the same time.
5. Keep Wilson open more often on weekends and evenings. Limit the rental periods.
6. Please forward your statistics on pool rental revenues, as well as the swimmer capacities of Wilson and SWCC pools.”
This passed unanimously.
SW Trails Committee: Don Baack.
· Planning for the next Pedestrian summit is underway.
· Walked with Comm. Saltzman to show him the issues of dropping the Red Electric trail to the river.
Unfinished business.
· Glenn asked for feedback next board meeting on the proposal to create a SWNI Schools Committee. Don Baack suggested placing the meeting on next month’s agenda for an up or down decision. Keep mentioning it to your neighborhoods. We need a citizen support mechanism for schools, to keep the neighborhoods vital and healthy.
· SWHRL. Both boards have approved the overlap between SWHRL and Bridlemile. A decision in the Homestead overlap may come by Dec 10. The SWHRL board tabled the SWHRL/Hillsdale joint survey regarding the overlap by one vote. Hillsdale will proceed alone in the survey, if need be.

· Sam Adams will conduct an Invasive Species Town Hall meeting at 7 pm Nov. 7, at the Zoo.
