SWNI Board Minutes

Attendance: Don Baack, Kathy Bambeck, Glenn Bridger, Kirky Doblie, Ann Marie Fisher, Will Fuller, David Gens, Dorothy Gage, Jim Gardner, John Gould, Patty Lee, Bill Lucht, Ester McGinnis, Wes McMullen

President Bridger convened the meeting at 7:03 pm. The agenda was approved, and the minutes of the July meeting were approved.

Executive Committees:
Treasurer’s Report: Patty Lee.
A Revised Budget for FY 2006-07 was presented, representing a $17,690 increase in Council funding for SWNI’s contract with the City. This reduced the Board’s budget responsibility by a like amount. The Revised Budget was approved.

Executive Director’s Report: Sylvia Bogert.
Feed Me Fresh, a joint venture with the Hillsdale Market, has been postponed.
**Vision surveys are due at SWNI by Aug 31. Encourage your neighbors to submit one. If we don’t envision sidewalks we’re unlikely to get them.
**Neighborhood grant applications will be available Sept 1. SWNI has $25,140 to dispense in grants to improve neighborhoods and neighborhood organizations. Be imaginative. Completed applications are due Nov 1st.
National Night Out was successful, 30 parties this year, compared to 18 last year.

Land Use: No meeting this month.

Transportation: Patty Lee
Too many no-shows at the committee meeting. Need a rep from each NA, to be viable. Working on identifying sidewalk priorities for neighborhood arterials.
**See Glenn’s article in the August SW NEWS on who is to really blame for lack of sidewalks, and how they might be funded. He sets the facts straight.

Schools: Will Fuller
Also underrepresented by the NAs.
The school committee supports hosting a SWNI Ballot Measure Forum to look at the local measures affecting the neighborhoods--Metro’s Open Space, County’s libraries, and the City’s School levy. At this time the committee has not voted to endorse any of the measures.
**Fact: 80% of the voters have no children in school. Takes constant reminders of continuing role of citizenship, to muster support.
School clean-up day is Saturday, Aug 26, 9-noon. Need only show up to help. Tools supplied.

Parks: Kirky Doblie
Next meeting at the SW Community Center, for annul report on ops.
A motion to support the Metro Open Spaces bond measure was passed with 2 abstentions, after deferred consideration for checking a constitutional reference in the measure.
**Fulton Park Community Center is hosting an ice cream social for all neighborhoods, Thurs, Aug 24, 6:30 pm.
**Summer concerts in SW are looking for sponsors, a good opportunity for local businesses to get their names out front.

Crime Prevention, Public Safety, and Problem Solving. Sylvia for Nancy Hand
Next meeting (Tuesday, October 24th at 7 pm) is a thank you to former Neighborhood Response Team officers Scott Westerman and Steve Andrusko, for valued service. It will also be an opportunity for the community to meet the new Neighborhood Response Team Officers for Southwest.
Nov. meeting will be Crime Prevention Through Environmental Design training: landscaping and lighting.

SW Trails: Don Baack.
Any one who has a trail project in mind should contact the committee.

Unfinished business:
A motion was presented by the Executive Committee to adopt the Motion Practice previously handed out. Jim Gardner moved to amend the practice by barring SWNI from passing a motion, which was contrary to that taken by a specifically affected member NA. After discussion, this failed on voice vote. Will Fuller then moved to amend the practice by changing the last sentence of paragraph I. to read: “Regardless of origination, a motion specifically affecting a neighborhood, must have had an opportunity to have been considered by that neighborhood before SWNI may act upon it.” This was adopted unanimously. As amended, the Motion Practice was adopted unanimously and will be distributed for inclusion in the corporate notebook.

New Business:
Do we want to have an issues forum on ballot measures? Yes, in October. Will Fuller, Wes McMullen, Anne-Marie Fischer volunteered to assist.
**David Gens pointed out that Environmental Zones are not likely to be protected by the city from Measure 37 attacks. Neighbors should be apprised. Watch out for building invasions into creek beds, etc.

Announcements.
Dorothy Gage advised that the Sellwood Bridge Committee is going apace.
Don Baack and Ken Love are helping to form a plan for Lake Oswego/Portland connections, all kinds.
