SWNI Board Minutes
September 27, 2006

Pres. Bridger convened the meeting at 7:05 pm. The agenda was approved, as were the minutes of the August 23rd meeting.
Executive Committee Business: Glenn Bridger
Glenn attended the last SWHRL meeting, to answer Qs on joining SWNI.
Glenn, and 17 other SW leaders, attended the Mayor’s forum, to discuss future of neighborhoods. David Gens observed that the peripheral neighborhoods seem to have similar issues.
We have a new website, swni.org.
Treasurer’s Report: Patty Lee.
With $11,000 recently received from BES for assisting the Fanno Watershed project, all is well with the budget.
Executive Director’s Report: Sylvia Bogert.
A committee is being formed to disperse the Neighborhood Grants. Applications for grants are now due Dec. 1.
Net training is Dec 2, 9, & 16 at OSHU.
**The Ballot Measure forum is Oct 10 at MC. 6:30.
Fall Cleanup is Nov 4 @ Portland Christian Center, 5700 SW Dosch.
Land Use Committee: John Gibbon.
Committee is pushing the Barbur Blvd plan, which is well behind where it should be.
MacMansions being reviewed, hopefully by a task force (to be formed).
**The Planning Bureau is looking for R 1, 2, & 2.5 sites for demonstration projects for cottage clusters and other techniques for increasing in-fill densities.
Committee seeking to catalog unimproved public rights of way in SW. Volunteers needed.
Transportation. Patty Lee
**Invites each neighborhood to choose a collector street for sidewalks. The Taylor’s Ferry Rd plan is available for guiding the process.
A motion: “That SWNI staff investigate the properties of Zoomerang (surveys-made-easy softare) and explore sources of funding procurement, if impressed.” This passed unanimously.
Schools: Will Fuller
Committee chose not to endorse School measure at this time. They are supporting SWNI’s Local Ballot Measure Forum on October 10th.
**Badly need more reps from the neighborhoods.
Parks: Kirky Doblie
Dickinson Park made a pitch to Council for playground equipment. May have worked.
The Committee is working to get hours of the Wilson Pool extended into pleasant fall days.
Motion for Council to fund the ½ needed to complete north entrance of Wilson Pool. Carried unanimously.
Next: Bob Schultz, SW zone mgr for Parks.
Crime Prevention, Public Safety, and Problem Solving: Nancy Hand
Community Policing Reception planned for Oct 24, 7 pm MC.
**Oct 4 is Walk or Bike to School Day.
David Gens noted that Jake brakes are still a problem on I-5. Issue needs to be taken up with new NRT officers.
Trails: Don Baack.
**Sept 30 is a ride by all interested on eastside bike boulevards, a preliminary to implementing one in the SW. Attend if you can.
Committee is watching the development of handling of roadside ditches by PDOT and BDS to assure that pedestrians are not short-changed.

**Looking for SW rep for Spirit of Portland awards.
**Nov 8, 7-9 pm MC, Vancouver BC planners are coming, to discuss how they handled in-fill issues.
Oct 2 Fanno/Tyron Creeks Watershed, 6-8 pm MC. Attend. This is our primary contract. Swales and pedestrians are a big issue.
**Anne Marie Fischer asked how are we to get more money for communicating with our neighbors. One answer is to say you want funding for a regional newsletter like SW News to go monthly to each neighborhood resident on the Neighborhood Connect and or vision survey at Portlandonline.com. Say it over and over. There is no limit on submittals.
